What are your requirements?

If a pro-liberty culture is your primary criteria, New Hampshire is probably your best bet. Due to the Free State Project @freestatenh, it has the highest concentration of liberty lovers, gun lovers, crypto enthusiasts, agorists, and preppers in the country.

New Hampshire ranks #1 on the Freedom In The 50 States survey. There are dozens of pro-liberty organizations throughout the state, such as:

The NH government has already nullified Federal gun laws, created one of the best school choice programs, and passed a bunch of other pro-liberty legislation.

There's a movement in the works to nullify Federal tax collection.

Here's a few cities to consider:

New Hampshire doesn't respect basic individual rights still. I don't believe the hype.

Recreational weed hasn't been fully decriminalized yet, it's true. But not for lack of trying! The House has put forward many decrim bills. However, they've been killed in the Senate, which is still controlled by hidebound anti-drug warrior Republicans.

New Hampshire doesn't have a ballot initiative (the mechanism by which all other states have decriminalized cannabis), so it has to be passed through the Congress. And you have to be a resident for seven years before you can run for the Senate. So it has taken a while for the Free Staters to rack up enough years in state to be eligible to run.

However, it's only a matter of time. Public surveys show that cannabis decriminalization has the support of 68% of NH citizens. One of the drug warriors has recently been knocked out, and two more seats are in the cross hairs.

Cannabis decriminalization also been stymied because some of the pro-decrim folks want it to be put under the state liquor monopoly. Others want it to be completely free, and not a state monopoly. The anti-monopoly faction wants to wait until there's a clean bill with no monopoly state control.

So, ironically, it's because the principled liberty movement is so strong that progress has been slower than it might otherwise have been. Medical marijuana is legal, in any case, and it's not difficult to get a weed card. Practically speaking, I think there's little risk of prosecution, unless you get nabbed for some other crime.

IMO, no other place in the US comes close to New Hampshire for liberty friendliness. However, here are some other options:

Austin, TX - a bunch of pro-liberty folks such as @mightyheaton, @michaelmalice, @joerogan, @makesmarty have moved to Austin. @elonmusk is planning to move Twitter/X and his other operations to Texas. Texas also has a very active secessionist movement @TexasNatMov. However, even if Texas secedes, it will still be a conservative state for the foreseeable future.

Bastrop, TX - home of John Bush @JohnBLiveFree, a founder of founders of the Freedom Cell movement

Houston, TX - home of Derick Broze @DBrozeLiveFree another founder of the Freedom Cell movement (Though I believe Broze is planning to move to Mexico).
