For example, South Korea's total fertility rate is 1.24. All efforts the Korean government have taken to date to boost fertility have had only a modest effect.
Any group that does not fix their reproduction will not exist in the future. As I would like my children and intellectual descendants to survive and thrive into the far future, I would like to incentivize an Apollo Project level effort devoted to developing artificial wombs + in vitro gametogenesis + robo-nannies.

That way, the number of children is not be limited by the age, health, and willingness of young couples to raise children.
The three Genesis prizes are intended to incentivize the commercialization of the fertility technology required to enable anyone of any age to have and raise biological children of their own:
The prizes will be issued in the form of social policy bonds, in order to foster cooperation instead of competition.
The technology developed by the Genesis prizes is intended to be available to people all around the world, including countries that are poor and do not have a high tech medical ecosystem.
Therefore, in addition to the terms specific to each prize, all of the Genesis Prizes must meet the following criteria:
All software must be open source.
All hardware must be commercially available in North American markets.
All consumables must be commercially available.
No part of the kit can be patented.
The kit must be constructed with commonly available tools.
Consumables (embryonic fluid, hormones, etc) must be be commercially available to the average citizen.
The kit must be well-documented in writing / video.
