As Ephemerisle grows, the need for more formal risk management will grow as well. As placid as the Sacramento River Delta is, there is risk of drowning, falling, getting run over by errant boats, and excessive drug/alcohol use.

Therefore, I propose the creation of the "shipwatch". The shipwatch's duties would be the following:

Mediate disputes
Mediate b/n law enforcement and community
Watch for drunk/drugged at risk of drowning
Arrange for emergency evacuation; accompany injured to hospital
Educate population about boating risk
Watch for criminal/obnoxious/destructive behavior

For those familiar with Burning Man, the "shipwatch" role is analogous to the "ranger" role at Burning Man. I suggest that there be at least two people on the shipwatch at all times, in four hour shifts. I've created a tentative schedule here:
