TLDR: I'm looking for some help designing a circuit for long lasting LED-lit origami floating lanterns, as well as some help building a bunch of them for Ephemerisle.
Background:
Tōrō nagashi is a Japanese ceremony where participants place paper lanterns called “chōchin” on a river and watch them float atop the water. Tōrō is another word for lantern and nagashi means “to cruise or flow.” This ceremony is primarily celebrated on the last evening of the Bon Festival based on the belief that these lanterns guide the spirits of the departed back to the after world.

For Ephemerisle this year, I'd like to create floating lanterns in the spirit of those in the "tōrō nagashi" ceremonies. However, given the currents on the delta, and the risk of potentially setting fire to and/or littering the surrounding riverbanks, I don't think it would be a good idea to use the candle-lit paper boats used in the traditional ceremony.
As an alternative, I would like to make floating, origami flowers with glowing LED's inside connected by fishing line to each other and to the platform.
I've got a workable design for the flowers and floats. I've also found an instructable for making blinking LED's:
