So car signs are okay? No matter what size? So if I park a car with 10 ft tall billboard on it, that's okay? If not, at what size does it cease to be legally protected speech? You're going to ban _all_ billboards? What about a sign advertising the business' name? Or a sign listing church services? Or a menu? Once you start allowing some kinds of texts (business name, church services, menu), then you're in the business of discriminating based on content. Of course, there's also the fact that you're trying to restrict what people say with their own money, on their own property.
