Interesting. Curaçao is part of the Kingdom of the Netherlands. If you can get citizenship there, you're granted citizenship in the EU countries that are part of the Schengen agreement. It's also in a low hurricane risk area of the Caribbean (no hurricanes above category 3 for the last hundred years), so possibly a good location for a seasteading startup. It's 30 miles off the coast of Venezuela, which is both a virtue and a risk.

"WILLEMSTAD – American citizens are welcome to come and live and work in Curaçao. It is no longer necessary to apply for a residence permit anymore, neither a work permit.

This is according to the Minister of Justice, Nelson Navarro.

The measure stems from a lawsuit in St. Maarten. As Americans successfully appealed to a treaty between the US and the Netherlands in 1955. Americans who already live in Curaçao do not need to apply or renew their paperwork."
