Apparently, one of the big issues with hull cleaning is that it generally removes some of the treated paint, resulting in pollution that the regulators get nasty about. Most ports forbid serious hull cleaning in their waters because of the pollution accumulation. The Navy's system is designed to catch the growth before it gets too hard, so they can use softer bristles that don't remove any paint.
