Politics is largely a lagging indicator. Consider that Obama didn't change his opposition to gay marriage until 2012, which also just so happened to be the first year that polling support for gay marriage crested opposition.
This is also why disobeying bad laws is important--people see that the ill-effects that the law supposedly prevents don't actually happen, which in turn changes their beliefs. When enough beliefs change, the culture has changed, and it becomes profitable for politicians to change the law.
