Stephen Friedman suggests a clever way to increase the quality of voting:
"All ballots should include a bunch of fake initiatives and elections for non-existent local offices, as well as fake candidates for the real elections. Any ballot that includes a vote for any of the fake races/candidates should be thrown out entirely and the votes for any of the real races not counted, on the theory that anyone who is so incredibly lazy and ignorant that they can't even be bothered to know what elections are even real elections, is someone whose opinion isn't worth counting."
