Are there currently any prisoners held by other governments that the US government wants to retrieve? If so, I wonder if they could be induced financially to exchange their prisoner for Ross Ulbricht.
Is there any precedent for another country offering to host another country's prisoners? For example, Finnish prisons are a lot more humane than U.S. prisons. What if Finland offered to host Ulbricht at one of their prisons?
