This is good news, but it would be best if plastic pollution could be stopped before it entered the water supply.

Here's my proposal:

1. Require all products sold in the us to be tagged with micro-tags (b) that identify origins of manufacturer.
2. Statistically sample the water in oceans, rivers, etc. to calculate how much of the waste stream comes from each source.
3. Tax companies based on how much of the sampled pollution comes from them.
4. Use the taxes to back pollution clean up bonds (a) that pay out when plastic levels in the water are reduced.
