I see a lot of articles from liberals complaining about private prison companies. Yet government prisons house 92% of all prisoners. And lobbying dollars spent by police and prison guard unions dwarf the amounts spent by private prison companies:

They've spent $187 million on campaign donations since 1989, making a far stronger case to be labeled the biggest lobby nobody's talking about than private prisons."

I wonder what would incentivize liberals to advocate for government prison reform as much as they advocate for private prison reform?
