In 2002, Chechen rebels took 850 people hostage in Moscow's Dubrovka Theatre. The rebels rigged the theater with explosives, so that if the police tried to storm the building, they would blow up the theater.
The police response was to pump knock-out gas into the building's ventilation system. All forty of the insurgents and 204 hostages died during the siege due to poisoning by the gas. The identity of the gas was never disclosed, although it is believed to be a fentanyl derivative, such as carfentanil.
Is there some other anesthetic gas the police could've used instead that would not have been as deadly? I.e. something that quickly knocks people out, but doesn't suppress breathing.
