Ten steps to reducing police brutality:
1. End the War on Drugs.
2. End asset forfeiture.
3. End qualified immunity.
4. Require police to get malpractice insurance.
5. Require a portion of the police pension funds to be transferred to a victim's restitution fund for every successful police brutality lawsuit.
6. Revoke special legal privileges for police and prison guard unions.
7. End police self-investigation--require police investigations to be held by an independent civilian review board.
8. End government policing altogether--replace with private contractors like Dale Brown's Threat Management Center.
9. Require all laws to have sunset provisions.
10. Require all laws to be read aloud on camera by at least one sitting legislator every year in order to remain on the books.
