If you're really concerned about Trump's political control over the USPS (and it's a concern I share), the solution is to weaken that political control by ending the Post Office's monopolies over the delivery of letters/first-class mail and the use of your mailbox.
If you want a world in which ballots are more likely to be delivered, why not allow for real competition, and the improvements in price and quality that it brings, by allowing FedEx, UPS and the rest to deliver first-class mail and use your mailbox to do it? Note too that making the USPS one among many providers of this service limits the ability of those in power to use it to consolidate that power.
