
One of the problems with coercive government regulations is that regulators are human, and humans cannot possibly envision all of the inventive ways that their fellow humans will think up to work around their regulations.
As a result, regulations often do not work as intended, and sometimes, cause people to behave perversely, in ways that are counter to the desired outcome of the regulation.
