I agree with Kauffman that the ISP market is not wholly free. As he points out, no market is. However, I think it\'s a matter of degree. While it\'s true that payment services are a government created chokepoint, there are many ISP\'s in the world. And I don\'t think the existence of said chokepoint should be used to justify further government intrusion into the market.
