While I think a "hot" civil war is still a low probability, I have been surprised before. (For example, I was surprised by how quickly a US passport became mostly useless in 2020.)
During times of civil disorder, bureaucracies often slow or stop. If you haven't acquired a passport, now would probably be a good time to get the process rolling.
