Paul It's not opting out, it's concentrating forces. If libertarian ideology is to ever have a broader cultural impact, it needs concrete wins. Most people have the imagination of a brick, and can't picture much beyond the status quo. I'm constantly challenged to point to an extant libertarian society. I can point to successful libertarian policies in isolation, but I can't point to a single polity that combines them all in a single region. I doubt even that is sufficient to win more broadly, but I don't think we stand a chance at all without it.
