"No one is forcing anyone to live in a high cost area. " No one is forcing you to artificially limit the supply of housing via authoritarian regulations either.  It's like giving a single coffee shop a monopoly on coffee, and then sniffing, well, you don't have to buy coffee here, you can buy coffee in a different city.
