Stephen Right, your goal is to severely restrict gun sales.  Which is why your proposal is a non-starter.  Do you think self defense advocates don't see what you're trying to do? "Being a gun dealer is not a constitutionally guaranteed right" Yes, it is.  Imagine advocating making printing press manufacturers liable for the scams, libels, and falsehoods printed on them.
