Scott Unions are voluntary too, but that doesn't mean that they've had a net positive impact on the world.  HOA boards often come to be controlled by  power-hungry Karens / crazy people who win by virtue of attrition and having more free time than the other HOA members.  And if an HOA goes bad, it's often quite difficult to extricate oneself (you have to sell your house and move).
