Ideally, the power grid would be robust to spikes, and provide inexpensive and abundant power. If it's _already_ fragile, expensive, and subject to frequent shortages, it doesn't bode well for the ability of state government / regulators to predict / meet _future_ demand given severe constraints on future power sources (no nuclear, no fossil fuels).
