It's impossible to prevent other countries (China, North Korea, Russia) from developing bioweapons.  In order to create vaccines/drugs to combat bioweapons, you have to be able to test them for efficacy.  In order to test them for efficacy, you have to infect lab animals with different classes of likely pathogens, so that you can see if your vaccines/drugs actually work. It's a grim logic, but I don't see another way out of it.
