It might help if you imagine that Trudeau said that a complete ban on abortion was "never gonna happen" on the campaign trail, but then shut down all but one abortion clinic in the country, and only allowed politicians access to it.  Technically, he didn't _completely_ ban abortion, did he?  But you'd still regard it as transparent sophistry to claim he didn't lie, wouldn't you?
