Brad Templeton The law already allows for punishment of individuals for belonging to an organization that engages in criminal behavior (anti-racketeering/gang/terrorist laws). And police are allowed to collectively _benefit_ from union lobbying. Although there would be a transitionary period where this wouldn't be true, a cop who joined the force after the law passes is voluntarily accepting that tolerating bad behavior by their fellow cops would lead to financial losses for themselves. (Similar to someone who joins the Navy, knowing that they can't leave the ship ad libitum for the duration of their tour.)
