Steven Yes, that's a possible downside.  Perhaps that could be addressed by another reform I like, which would be to have cops (and other government officials) tried by prosecutors/judges/juries selected at random from other parts of the country outside of their jurisdiction.  That way they would not be incentivized to play along with the good 'ol boys network and/or collude to retaliate against their victims.
