Brad Templeton Cops who ignore the ill behavior of bad cops are not innocent.  Right now, they have less incentive to drive out bad cops,  since they will be harassed and punished by their fellow cops for doing so.  (See my comment to Steve regarding how that could be addressed.)  And cop leadership have little incentive to pick good cops to hire, since they face few consequences if they make a bad hiring decisions (lawsuit damages are paid out of money that they extort from taxpayers).
