FWIW, I've lived on both coasts (DC/Raleigh/Durham and San Francisco/LA). At least where I've lived, I didn't notice a significant difference in kindness or niceness. Hypocrisy also seemed about equal. The east coast did seem more conservative (in terms of embracing new ideas / openness to new experiences) and more enthusiastic about government. But my memories of the east coast date from 1997 - 2005; California probably has caught up to the pro-government enthusiasm by now.
