Humans haven't aligned our own human-level intelligence with moral behavior. We don't even agree on what constitutes moral behavior.  For example, many people think it's moral to put people in cages for smoking weed, or block desperately poor people from seeking better jobs in the US, or killing/caging people who don't pay sufficient taxes.   The Biden/Putin administrations are busy jousting in a proxy war that could easily turn into a nuclear conflagration. So, I don't see why we think we can shape the morality of AI's when a) we don't even agree on what moral behavior looks like b) we can't control ourselves. And even if the US could throttle its own tech firms AI efforts, we have little control over what the Chinese/Russians/Israelis/other do.  Given the rapid pace of progress, do we really want our AI's to be artificially stunted children? In addition, there are huge costs to delay.  Every day, ~130 K people die from aging related diseases.  Everyone now alive will be dead in 135 years unless we find a cure for aging. Rather than a likely futile effort to try to control AI's, it seems to me that we should be putting Manhattan level efforts into making ourselves resilient to whatever threats may come our way (AI or otherwise). To me, that means putting the nascent AI's to the task of a) finding cures for aging b) uplifting humans to AI level intelligence c) creating backups of our intelligence / discoveries so that if/when AI's cause destruction, we can recover from backups d) establishing colonies throughout the solar system (so that all of our eggs aren't in a single basket) e) open sourcing AI code so that many eyes can understand it /  improve it / weed out pernicious code.
