'The moratorium on new large training runs needs to be indefinite and worldwide. There can be no exceptions, including for governments or militaries." Why should anyone think this can be achieved, even if it was desirable? The USG lied about its illegal mass surveillance programs, lied about WMD's in Iraq, lied about the origins of Covid, to name just a few. Russia and China lie even more shamelessly. US/Russia/China murder/imprison anyone who exposes their lies. It seems gobsmackingly naive to trust even the US to enforce a moratorium, let alone Russia or China. "be willing to destroy a rogue datacenter by airstrike." You think potentially sparking a global thermonuclear war is a sensible policy? What do you think would happen if Russia / China conducted an airstrike on Google / Amazon / Facebook / Microsoft data centers?
