You have every right to be angry, and they should keep their dog penned or on a leash. But perhaps you'll get faster/better results by being friendly. Perhaps you could bake some cookies, buy some dog treats, and pay them a visit? Ask them if you can give the dog some treats, so that the dog views you as a friend? Maybe something is going on that's inhibiting their ability to care for the dog properly (new baby, aging parent, cancer). Maybe offer to re-home the dog with someone who can care for him better? Again, you have every right to be mad, and IMO, you would be within your rights to shoot the dog if they come on your property again. However, you may get better results going a gentler route, at least at first.
