Physically removing them simply shifts the burden to other communities and/or the taxpayers (if they're incarcerated). Here's what I would recommend instead:
1. End drug war. (Legal drugs --> fewer financial incentives for street violence. )
2. Offer free IUD's to women, age 14 - 25. (Reduce next generation of criminals.)
3. Issue prison vouchers, so that funding follows prisoners. Allow prisoners to switch prisons. (Better prisons --> lower recidivism.)
4. Zoning reform to reduce housing costs. (Fewer street people --> less street crime.)
5. Tradeable social policy bonds that pay the bearer if crime is reduced (as judged by National Crime Victimization Surveys). (Tradeable bonds reward results, not merely those who are good at schmoozing gatekeepers.)
6. Lifetime GPS tracking for those convicted of serious offenses.
