Brett Da Mickey Selenski It's a reference to a book called "A Libertarian Walks Into A Bear", a book about the problems allegedly caused by libertarians moving into the town of Grafton, NH.  It's a smug, intellectually dishonest hit piece on libertarians, which lefties love to cite as evidence that libertarian policies would not work well.
