While I don't think a killdozer is the most effective way to fight city hall, government officials routinely commit evil acts that would otherwise be cause for arrest and imprisonment if performed by civilians. (Beginning with threatening to kill people who don't cough up the cash that government officials demand.) Even if his particular grievances had dubious merit, it's hard not to cheer the stationary mafia receiving some come-uppance.
