That's part of the argument.  The other part of the argument is that if you _do_ believe that AI poses significant risks of extinction, it's not a good idea to create a massive, centralized, authoritarian bureaucracy that closely surveils all computation,  inserts killswitches into all electronic devices, and will kill you if you don't agree with their safety protocols.  Such  an organization seems like a easy target for a malevolent AI itself.
