Elizabeth Jack The point is to stop the progress of the amendment. The same way that the point of an absurdly expansive definition of interstate commerce was to enable FDR progressives to take greater control over the economy. Neither side really cares about the specifics of the verbiage. What matters is who has sufficient power / political will to impose whatever meaning they want.
