Matt Bell I think it depends on the nature of the orchard.  Tethered drones could be on a reel, which would allow them to cover a much larger area than an arm.  Arms + drones might be the best--the arms can reach the low hanging fruit less expensively, and the drones can reach the hard to reach fruit.
