Joule Munic For coastal city housing costs, the solution is to reform zoning laws to allow sufficient new housing to be built to meet the demand.  However, I don't know how to persuade people to do that.  I suspect the cities will have to suffer collapse from other sources of dysfunction (high crime, crumbling infrastructure, government cronyism) before there will be enough political will to make reforms. I don't think there's anything that will reverse population decline either.  However, I'm optimistic that humans will merge with AI/robots in the relatively near future and intelligent life won't be constrained by biological reproduction.
