Brian Trosko Not sure. It may be an unworkable proposal. That said, many people think the President and Congress suck, yet they still (mostly) accede to election results. Refusing to merge may someday seen as illegitimate as not accepting the results of a fair election. Creating a procedure to allow counties and towns to peaceably secede and merge with adjoining states seems more palatable and less scary. Perhaps that's enough of a check on state power.
