I agree that age-restrictions aren't complete bans, but removing books from schools is not nothing either. Schools are state institutions which taxpayers are forced to finance, and kids are forced by law to attend. Their choice of what to read will be dictated by whoever controls the school board. As long as there is no separation of school and state, some people will have their preferences overridden by whomever controls the stick of state power.
