Many countries ended slavery (UK, France, Denmark, Netherlands) by compensating slave owners to free their slaves: https://en.wikipedia.org/wiki/Compensated_emancipation I wonder if Israel/US could bribe other Muslim countries to take in Palestinians as refugees. If the Arab population could be reduced to say 2 million, it would be easier to integrate into the Israeli polity, since they would no longer threaten the Jewish majority electorally.
