Ben Curtis I think most city governments are captured by old people who own their own homes (old people vote at much higher rates), and don't want to see new construction that a) changes the look of the city b) increases the supply (which might cause the value of their home to decline) c) might make it possible for poors, blacks, immigrants to move in.
