Joshua As I see it, the government and a few anointed rentseekers (OpenAI/MSFT, Google, Anthropic, etc) will continue to advance the state of the art, even as they try to stifle everyone else with onerous regulations.  So AI research won't come to a complete halt, no, but pace of advancement overall will be substantially slowed from what it would've otherwise have been.
