"IMO we should be headed to a system that enables a high degree of anonymity but creates legal requirements and technical possibility of waiver of such anonymity when probable cause to investigate exists." Impossible.  Backdoors will always be compromised.  The only private / anonymous software that works for anyone is software that works for everyone.
