The situation is more like: "115,000 dogs die horrible deaths every day from a terrible disease. However, a new technology shows huge promise for curing it, and most other diseases, as it increases the rate at which new medicine can be discovered. However, some neurotic nerds saw Resident Evil when they were 12, and are now obsessed over the possibility that this new tech might create zombie dogs that will kill everyone. Even though no zombie dogs yet exist. Also, the new tech is currently controlled by a few billionaires who will make even more billions if they can persuade Congress to ban everyone from using this new technology, except for them and the US military. So, they give the neurotic nerds a crapton of money, power, and attention to sell the rubes on the zombie dog story. Meanwhile, 115,000 dogs continue to die horrible deaths every day that the neurotic nerds and sociopathic billionaires delay the development of this new tech. "
