Paul C. Jeffries Yes, a poor environment can certainly decrease IQ.  Among other things, I'm for substantially reducing barriers to immigration, so that people trapped under basket case governments can flee to better managed governments. However, genetics determines the upper bound, so I'm also for people being able to create / select for high IQ embryos.
