If landlords can't evict bad tenants, then they are disincentivized from offering rooms / apartments for rent, or building new low income rental properties. It also incentivizes them to impose stringent rental requirements. This reduces the supply of housing availability for low income tenants. Exorbitant housing costs are one of the main reasons why blue states are losing population to red states. (California lost so many people that they lost a House seat at the last census.)
