Bj Campbell Oil tankers have many of the same problems as oil rigs (ugly, dirty, high retrofit costs / maintenance). If you're going to use big ships, decommissioned cruise ships would be a much better base, as they're already designed for human habitation. Even with cruise ships, you're looking at millions in retrofit costs. Most cruise ship cabins don't have kitchens, for example. And they're sized for short term stays (7 - 14 days), not long term living. However, perhaps they could work as floating assisted living centers. Most assisted living residents don't cook for themselves, and aren't very mobile. The costs of care are so large in the US, that it might be worth paying the ocean tax.
