Tyler Odell Just a guess, but adding the water first ensures that a.  all of the crevices are filled completely with no bubbles b.  the face coat will be very smooth If he mixed the cement plus water to the right ratio first, it might be difficult to get the resulting paste into the crevices without voids/bubbles.
